POSITION SUMMARY

The Program Manager position is responsible for leading Port Lands Flood Protection and Enabling Infrastructure (PLFPEI) project and all the subcontracts that come under its umbrella. This position is responsible for ensuring that the project is executed successfully, meets or exceeds financial targets, and is completed on time and within budget.

RESPONSIBILITIES

In conjunction with the Project Managers and the Operations Team, this position is responsible for:

Project Execution

  • Ensuring the project is executed in accordance with client contract (including sub-contracts or contract changes), key performance indicators, QM financial targets, within budget and on-time
  • Monitoring and guiding execution (budget, schedule, quality)
  • Ensuring / optimizing job profitability and financial performance
  • Ensuring the project’s time, cost, and quality are on track and assigning resources as required
  • Overseeing on-site project resources, both human and capital
  • Job kickoff with total project team – passing bid knowledge on
  • Being responsible for all project official communications / documentation
  • Chairing project meetings
  • Delegating work / engaging subcontractors
  • Completing preconstruction submittals / permits

Project Close-Out

  • Ensuring collection of money is timely and complete
  • Completing post construction submittals
  • Completing project profile summary content and providing it to marketing
  • Completing project lessons learned / post mortem (both financial and technical)

Financial Management

  • Providing information for creation of accurate purchase orders and managing purchase order process
  • Ensuring change order management is timely and completed accurately
  • Opening jobs (Project Billing Sheet) and obtaining contracts and purchase orders
  • Billing procedures, requirements, etcetera
  • Ensuring that field data, including approving time/hours for employees, is collected and maintained using the most recent version of the field pack
  • Ensuring project budget is up to date in NAV (working with Project Administrator)
  • Invoicing (with Project Administrator support)
  • Taking on primary responsibility for efficient, cost-effective project operations
  • Ensuring / optimizing project profitability and financial performance
  • Preparing budgets and sales forecasts
  • Reviewing project financial and operating reports: job costing reports, preparing monthly accruals and A/R outstanding balances
  • Reviewing time sheets to ensure no unnecessary overtime or expenses are made

Operational Management

  • Ensuring the project unit complies with all government regulations as applicable
  • Continuously searching for opportunities for expansion and growth
  • Overseeing and analyzing work-flows, processes, staffing and purchase requirements to improve efficiency, productivity, quality control and profitability to meet or exceed established company turn-around times and customer requirements
  • Managing the day-to-day activities of the project unit, overseeing that work is accomplished by the project managers, superintendents, and that it is consistent with corporate policies and objectives
  • Ensuring/Conducting regular staff meetings: Project Managers, General Superintendents, Safety managers and Support staff

Leadership

  • Oversee Project Managers, General Superintendents, Project Coordinators and the general operations of the SP Unit.
  • Ensuring safety, regulatory, and business conflicts that arise are resolved
  • Setting targets for project managers, general superintendent and operations team in order to contribute to the project’s profitability
  • Maintaining relationships with business partners and supply chain partners
  • Professionally build awareness/interest of QM LP services, as well as serve as a spokesperson & manage the flow of information to the public
  • Advising and directing staff; providing assistance and guidance where needed
  • Providing technical direction and work-related advice
  • Completing performance reviews for Project Managers, General Superintendent and ensuring completion of reviews for Site Superintendents, Foreman & Supervisors; Ensuring employees meet their goals and deliverable deadlines

Client Care

  • Resolving important customer complaints and service problems
  • Meeting with consultants and clients to maintain, improve, or build new relationships
  • Ensuring purchase orders are being used

Health and Safety

  • Ensuring site documentation (Health and Safety Documentation / Field Packages) and project file management are completed in a timely manner
  • Ensuring safety requirements are met
  • Reading, understanding and following Corporate Health and Safety Program, Policy and Procedures
  • Ensuring health and safety is considered in the performance of all activities
  • Ensuring that project meets or exceeds QM’s Health and Safety Policies and Programs

QUALIFICATIONS

Education      

  • Graduate from both a secondary and a post-secondary institution
  • A Degree from a university program related to earth sciences or engineering

Occupational Certification

  • Certified Engineering Technologist or Professional Engineer would be an asset
  • Project Management Certificate would be an asset
  • Registration with professional association or eligibility to do so
  • Health and Safety certifications are an asset

Experience

  • In managing and executing a portfolio of large and complex environmental or civil construction contracts of $20-$50 million value, including managing field crews and subcontractors
  • In the effective utilization of heavy equipment used in large environmental or civil construction projects
  • In preparing construction cost estimates, change orders and invoices
  • In selecting and hiring sub-contractors
  • In business development and interacting with clients
  • In project management and at least 10-12 years with the direct responsibility for all resource allocation and management responsibilities and with the administration of prime contracts, subcontracts, and contract changes
  • A minimum of 10 years of responsible leadership experience in management or supervisory positions
  • Demonstrated ability to lead and develop a large project unit with multiple sub-teams
  • In reviewing environmental site assessment reports for the purposes of understanding the contamination conditions of a property and how this relates to the implementation of a remediation solution
  • In evaluating remedial options with respect to various technical, schedule, budget, regulatory, and financial constraints and for the purposes of guiding a design-build remediation process, or for proposing alternatives in a design-bid-build procurement
  • Demonstrated understanding of business concepts (cash flow, AP, AR, etc.)
  • Previous experience managing P & L for project portfolio or business lines

Knowledge

  • Of environmental legislation, standards, and guidelines related to contaminated sites
  • Of the Project Management Body of Knowledge published by the Project Management Institute
  • Of the engineering design, tender, and construction management processes and related contractual conditions for a variety of remediation technologies

Abilities

  • Effective leadership skills, with the ability to lead site teams and subcontractors
  • To follow and implement best-practices and disciplined project management processes consistently
  • To analyze and evaluate complex contaminated sites problems and to plan and lead multi-disciplinary teams of technical and field operations personnel and external consultants to execute remediation solutions
  • To prepare detailed ‘bottom-up’ construction cost estimates for the purposes of responding to specific tender requests and in preparing analogous or ‘top-down’ estimates for budgetary purposes
  • To understand contracts; communicate project risks effectively with clients and stakeholders and to negotiate contract changes
  • To review detailed construction cost estimates for the purposes of responding to specific tender requests
  • To work effectively with various computer software applications such as spreadsheets (Microsoft Excel or similar), project management and scheduling (Microsoft Project or similar), financial accounting (Explorer Contract Manager or similar)
  • To multi-tasking,  plan, prioritize and manage numerous tasks under aggressive timelines
