This position is responsible for ensuring the success of the business line within a specific region. This includes ensuring that projects meet and exceed all KPI’s; company policies are followed; the region meets and exceeds growth targets.


The Regional Manager is accountable for the portfolio of all divisional projects in the region.  They ensure the portfolio’s time, cost, and quality are on the track and may assign resources as required.

Health & Safety

  • Read, understand and follow Corporate Health and Safety Program, Policy and Procedures
  • Ensures health and safety is considered in the performance of all activities
  • Participation in H & S initiatives will be monitored and reviewed as necessary
  • Review WCB costs and incident reports

Financial Management

  • Take on primary responsibility for efficient, cost-effective regional remediation operations
  • Prepare budget and sales forecasts
  • Review financial and operating reports: job costing reports, prepare monthly accruals for President, A/R outstanding balances,  and bad debts
  • Ensure union ratios are being met (where applicable)
  • Review Time sheets  to ensure no unnecessary overtime or expenses

Operational Management

  • Participate in corporate strategic planning and implement strategic goals and objectives
  • Makes sure the division complies with all government regulations as applicable in that region
  • Continuously search for regional opportunities for expansion and growth
  • Oversee and analyze work-flows, processes, staffing and purchase requirements to improve efficiency, productivity, quality control and profitability to meet or exceed established company turn-around times and customer requirements
  • Manage the day-to-day activities of the remediation division, overseeing that work is accomplished by the project managers, superintendents, and that it is consistent with corporate policies and objectives
  • Ensure/Conduct regular staff meetings: Project Managers, General Superintendents, Safety managers and Support staff
  • Keep up with the industry trends, attend trade shows, conventions and seminars as appropriate or as directed
  • Maintains quality service by establishing and enforcing organization standards
  • Review estimates & ensure policies are being followed
  • Ensure facilities are running efficiently
  • Review and sign tenders


  • Oversees Project Managers, General Superintendents, Project Coordinators and the general operations of the division in the region. May supervise other positions as required.
  • Safety, regulatory, and business conflicts that arise are resolved
  • Set targets for project managers, general superintendents in order to contribute to the organization profitability
  • Maintain relationships with business partners and supply chain partners
  • Professionally builds awareness/interest of QM LP services, as well as serves as a spokesperson & manages the flow of information to the public
  • Advise and direct staff; provide assistance and guidance where needed
  • Provide technical direction and work-related advice
  • Ensure professional developmental opportunities for remediation employees and all upgrade training is completed
  • Visit large sites to pass on knowledge to Project Managers, Superintendents and foreman
  • Complete performance reviews for Project Managers & General Superintendents and ensure completion of reviews for Site Superintendents, Foreman & Supervisors; Ensure employees meet their goals and deliverable deadlines
  • Ensure the Remediation division is working closely with other QM LP divisions; communication and cooperation is  interdivisional

Client Care

  • Resolve important customer complaints and service problems
  • Meet with consultants and clients to maintain, improve, or build new relationships
  • Ensure purchase orders are being used



  • B.Sc./B.Eng. in environmental science, applied science, engineering or construction management, or equivalent combination of education and relevant on-the-job experience
  • Certified Engineering Technologist or Professional Engineer would be an asset
  • Project Management Certificate would be an asset
  • Registration with professional association or eligibility to do so


  • In business development and interacting with clients
  • In preparing remediation estimates
  • In project management and at least 10-12 years with the direct responsibility for all resource allocation and management responsibilities and with the administration of prime contracts, subcontracts, and contract changes
  • A minimum of 10 years of responsible leadership experience in management or supervisory positions
  • Demonstrated ability to lead and develop a division and staff members
  • In reviewing environmental site assessment reports for the purposes of understanding the contamination conditions of a property and how this relates to the implementation of a remediation solution
  • In evaluating remedial options with respect to various technical, schedule, budget, regulatory, and financial constraints and for the purposes of guiding a design-build remediation process, or for proposing alternatives in a design-bid-build procurement
  • Demonstrated understanding of business concepts (cash flow, AP, AR, etc)
  • Previous experience managing P & L for projects, regions or business lines


  • Of environmental legislation, standards, and guidelines related to contaminated sites
  • Of the Project Management Body of Knowledge published by the Project Management Institute
  • Of the engineering design, tender, and construction management processes and related contractual conditions for a variety of remediation technologies


  • To analyze and evaluate complex contaminated sites problems and to plan and oversee multi-disciplinary teams of technical operations personnel and external consultants to execute remediation solutions
  • To review detailed construction cost estimates for the purposes of responding to specific tender requests
  • To communicate project risks effectively with team, clients and stakeholders and to negotiate contract changes
  • To work effectively with various computer software applications such as spreadsheets (Microsoft Excel or similar), project management and scheduling (Microsoft Project or similar), financial accounting (Explorer Contract Manager or similar)
  • To multi-tasking,  plan, prioritize and manage numerous tasks under aggressive timelines

Work is primarily in an office but requires travel to work sites, to monitor the progress of work and to meet with employees and/or Clients.
